To provide excellent customer service and consistent policy recommendations that guide the physical, economic, and social growth of League City to achieve a better quality of life as established by citizens’ vision of the community.

Our Purpose

The League City Planning Department provides general guidance on zoning and land use in League City. The department reviews and provides information on requests for rezoning, special use permits, variances, and other development-related projects. The department provides staff support to the Planning and Zoning Commission, the Zoning Board of Adjustments, and the Historic Commission.

The Planning Department also manages the Development Review Committee (DRC). The DRC is a multi-departmental group that reviews development plans and projects for compliance with the City's codes and regulations.

Any developer may schedule a pre-development meeting to review potential projects with the Development Review Committee (DRC). It is highly recommended to meet with the DRC prior to submittal of any development-related applications. This committee meets every Tuesday at 9 a.m. and 10 a.m. Appointments are held in-person or virtual via Microsoft Teams and can be scheduled on the pre-development planning meeting request form.

New Submittal Timeline

As a result of recently enacted state laws, starting October 1, 2023, all Planning and Engineering development-related plans must be submitted by noon on Wednesdays. Development-related plans include plats, site plans, infrastructure plans, variance requests, commercial building permits, Special Use Permits, etc. All submittals will be reviewed for application completeness in which the Applicant will be notified if the submittal is deemed complete or incomplete by noon on Friday. Zoning Verification Letter - New Application Process

The City of League City Planning Department is in the process of migrating all application submittals into our Citizen Self-Service Portal through the Energov system. This is the same system that building permits are currently submitted through. These changes are to simplify our submittal processes and move to a fully digital interface.

Park Fee Update

On March 9, 2021, the City Council voted to increase park fees from $2,000 per unit to $3,000 per unit. This will apply to all plat applications submitted on March 10, 2021 or later. View the updated fee schedule. park fee update

Unified Development Code

On September 30, 2020, the City Council of the City of League City passed an ordinance adopting a Unified Development Code (UDC). The UDC combines all development-related ordinances and guidelines into a single document for easy access. The document is formatted in the following order:

Digital Submittal Requirements

Effective immediately, the City of League City is suspending all in-person submittals and is requesting that all future applications be submitted digitally. By moving to a digital submittal, the submittal process will be streamlined and we will no longer have to worry about couriers or mailed deliveries arriving by certain deadlines.

All submittal requirements will remain the same. All of the required documents must be provided in a single email and be accessible either as attachments or in a Dropbox folder. Be mindful, that there are limits on the size of files that we can receive via email, so Dropbox is the preferred method of delivery. Ensure that all required documents are included and do not send piecemeal submittals, as tracking and uploading submittals in this manner is challenging. After delivery and confirmation of application completeness, we will contact you for the billing method.

All planning-related submittals (plats, zoning cases, SUPs, etc.) will be submitted by emailing the Planning Department.
